The LE (Locals Engineering) department is a television
programming environment where the engineering team is responsible
for monitoring, installation, repair and troubleshooting electronic
and electrical engineering components as well as network control
and the broadcasting of signal integrity for all local television
services provided to customers. Communication in written and verbal
form interdepartmentally, with broadcasting providers, customers,
etc. The ability to work closely with teams and independently in a
timely manner, follow Standard Operating Procedures (SOP's) and
keeping management apprised of issues affecting their respective
team is crucial.
In addition to daily activities associated with signal integrity,
this position provides monitoring, troubleshooting and making
necessary adjustments to audio, video and RF equipment via remote
connections. Troubleshooting Standard Definition as well as High
Definition outages and discrepancies. Establishing a good working
relationship with providers, engineering staff, Locals Receive
Facility (LRF) site personnel, Field Engineers, Regional Uplinks as
well as other departments within the company in order to resolve
outages and quality issues. Work closely with Field Engineers
during on-site maintenance activities providing support and
documentation. Provide guidance to Locals Engineering Technicians
to confirm, troubleshoot and resolve discrepancies escalated by the
RTOC/GTOC. Provide training to the Locals Engineering Technicians
and help work issues outside their scope and training level.
Generate process and update ELVIS database as well as the Locals
Engineering database regarding local channel services. Create
concise detailed shift reports for use by other group members.
Develop a thorough understanding of the HD systems and their
operation. Perform engineering level work including software
upgrades to digital gear. Create and implement projects using
timelines. Establish a working knowledge of the uplink and the
interaction between other departments as well as the fiber network
In this Technician position, technicians are expected to have the
willingness and flexibility to not only perform day-to-day console
operations but to act in a technical leadership role as directed by
management within an assigned LE team. Activities would include,
but are not limited to: leading outage bridges, managing
escalations, interdepartmental coordination activities, providing
updates to leadership at multiple levels, interfacing with service
providers, directing service resolution activities and acting in a
supervisory role if needed.
- Basic console operations including but not limited to the
viewing of input/output on operating systems such as LCS, MBE,
Stand Alone Receivers, etc. to evaluate and determine the impact of
- Effectively and efficiently uses written and verbal
communication skills to relay details of issues or tasks (i.e.
email, telephone, ELVIS, etc.)
- Actively participates in scheduled meetings, supports changes
and ensures that teams are informed.
- Provides feedback to teams as well as management on all
activities occurring day-to-day as well as upcoming scheduled
- Reviews and signs off on the content and quality of tickets
created by RTOC/GTOC to ensure accuracy of coding.
- Possesses complete understanding of equipment familiarization
for all gear which LE can connect and is responsible for updating
including but not limited to: Sencore upgrades, LCS content and
information, LRF router, routing services to spare demods, PSIP
table understanding, and all setting updates across all
- Generates daily shift reports and verbally communicates within
the team a pass down of daily activity information.
- Monitor on-air programming as requested when escalated by other
departments within the company (QA, RTOC/GTOC, provider complaints,
- Validates customer complaints and follows through to provide a
response to the customer.
- Provides documentation within the Elvis ticket and
communication with providers/engineering teams for technical
discrepancies or outages.
- Identifies problems, and proactively finds solutions to those
problems, taking action based on functional knowledge and
- Evaluates and determines impact of service outages, recommends
or performs preventative/corrective measures, and documents actions
taken in established databases.
- Responsible for coordinating and or performing of on-air
routing of content.
- Provides continuous monitoring/updating of Share System status
including but not limited to: share tracking, full city outage
monitoring and share initiation in order to restore services,
maintenance, reporting current share system usage, status of shares
being utilized (Active/Standby), daily reports sent to teams within
the company as well as reports for status to DirecTV in order to
- Continuous monitoring/updating of Locals Control System (LCS)
to include but not limited to: building and upgrading LCS software,
specific updates to programming changes via Channel Launch
activities, provider changes, and informational updates required
(Alias, City Notes, and LCS Spreadsheet).
- Monitoring and communication of LCS Trap alarms to
interdepartmental teams and site support to troubleshoot loss of
communication to equipment within LRF sites.
- Provide support for Field Engineering team including but not
limited to: maintenance support 24x7, matrix verifications with the
FE team members, alternate path checks within the RF router,
configuration of TRAP alarms for all three UPS types, generate FE
Dispatch when requested/required in the event of equipment failure,
- Monitoring/updating of MBE activity to include but not limited
to: MBE set top box resets, STB authorization
requests/troubleshooting, MBE STB replacement.
- Direct contact for Dish Programming on LRF location and
delivery methods, call letter and formatting changes, contractual
obligations and or changes made for internal shares/adds/removal,
provider changes that require SRF input.
- Performs daily channel launch activities as advised/scheduled
changes occur to include but are not limited to: Call letter and
affiliation changes in LCS, verify LCS build outs on new channel
adds vs FE matrixes, verify demod settings configurations and
tuning parameters to provider tech sheets, build channel launch
activities into LCS, channel hot cut coordination/execution with
provider and engineering teams, troubleshooting new channel launch
issues as they arise.
- Facilitates custom inquiries from QA, FE, Telco, Compression
- Provides more advanced troubleshooting to customers, such as
alternate path checks, Telco POTS testing, device and communication
issues, log parsing, city builds and tear downs,
manualnon-conventional routing of content. Additional
- Engineering solutions to equipment issues via additional and
unconventional troubleshooting not indicated above.
- Upgrades to existing equipment escalated by outside party/Tier
I & Tier II individuals that exist outside of day-to-day
responsibilities Basic Requirements:
--- Strong understanding of excellent written and verbal
--- Must be proficient with software such as Excel, Visio, Word and
Project as well as broad knowledge base in electronics and/or
audio/video knowledge is helpful.

technology and processes
--- Willingness to work flexible schedules including weekends,
holidays and evenings
--- Associates degree in a technical or broadcast field and 1-2
years of technical support experience in a lead role within a
similar industry or 3-5 years of demonstrated progression in

broadcasting and RF systems.
